2021-2029 Housing Element and Public Safety Element Update
The City of Dana Point is in the process of updating the Housing Element and Public Safety Element of its General Plan. The Housing Element establishes the City’s strategy to meet the housing needs of current and future residents. The Public Safety Element is required to meet the requirements of Senate Bill 1035 (2017) with the adoption of the update to the Housing Element.
To address housing needs in California, State law requires that each jurisdiction adopt a Housing Element as a chapter of its General Plan. The Housing Element is required to include the City's housing strategy to plan for existing and projected housing demand, identify adequate sites to accommodate the City's allocated share of regional housing needs, and analyze local policies, regulations and requirements that have the potential to constrain development of housing for all income levels.
On May 19, 2020, the City Council initiated a General Plan Amendment for the Housing Element and Public Safety Element update and approved the contract for PlaceWorks to serve as the City’s consultant for the project with associated environmental review. City staff has submitted a grant application to the State of California Housing and Community Development for Local Early Action Planning funds to offset up to $150,000 of the total project cost.
The City’s 2021-2029 Housing Element must be adopted by February 11, 2022 to avoid any penalty.
